Based on what you said...we would have no idea. A guy going down on you really doesn't mean anything in my opinion, a lot of guys just like to do that regardless if you're just FWB. But if you feel that he is developing feelings for you, as in he wants to take you out and spend more time with you outside of the bedroom, etc., then yes, probably so.
