Normal, regarding the pre-cum aspect? Certainly. A full ejaculation will be quite different and pleasurable, you may be assured. But to reply to your question, it is absolutely acceptable NOT to masturbate. The vast majority of us do, however, and such is generally more the norm. Doing as you wish is the right thing.
