Safe? Well it is certainly the very optimal time during a woman's cycle when conception is least likely, regardless what some of the fear-mongers say online.
While it is true that pregnancy CAN occur at anytime as a result of unprotected sex, the menstrual period and a few days before and after is a relatively "safe" time for normal women. It's a bit more messy, of course, depending on the flow.
And sex during menstruation is no protection against sexually transmitted diseases.

Depends what you mean by safe.
If you use a condom then yes it is very safe. If not then you could get a horrible disease. There is also a risk of pregnancy.
If you are on your period then it's going to be a bit smelly and unpleasant but some guys don't mind.
Condoms are your friend. Use them.
