It depends on the person. I have friends that I tell I love, but have to respect their comfort. I tell a female friend that I love her, but she knows it's like a sister. No confusion. Sometimes I'll tell a male friend, "I love you, bro," but few guys are comfortable with that. For some, out of respect for them, I don't use that word.

Often people relate love with romantic love, they seem to forget love takes a multitude of shapes and forms. I think at your age girls might interpret an "I love you" as something more than friendly love, so you need to decide how you really feel about your best friend. She might start getting confused after you tell her that. If she loves you in a romantic way and you don't feel the same I would not tell her because it will only cause more confusion and heartache. Talk to her and see how she feels about you, and figure out how you truly feel about her!
Good luck!
