 Well, the condom isn't supposed to be "skin tight" but it IS supposed to "fit". Loose isn't good, you run the risk of slippage.
Try finding condoms with branding like "snugger fit" or something like that, which usually means slightly smaller than regular sized condoms.

 Condoms are all roughly the same size, usually 50 mm in girth (55 for the "extralarge") and something like 180 mm long. One size doesn't fit all, of course.
