 Depends, when you are a teen your hormones get pretty messed up. Is the desire simply a desire such as wanting to eat chocolate or something that is becoming uncontrolable.
If it starts to affect your normal life, you staying at home to masturbate instead of going to school. Or choosing a session over going out with your friends, then yes it is a problem.
If you a desire to masturbate simply before going to bed or when taking a shower, then no. You are young, you are horny and this is a way to satisfy those needs without risk of pregnancy, a reputation or an STD.
