 It's legal as long as her parents have given her permission for it. If they don't it's considered kidnapping and her boyfriend can be arrested. Also, the police will force her to come back home.
But if her parents have given her permission, then there's nothing to worry about. But I think she can't ask them for support since they have given up their parenting duty to another person.
