Briefly, hugging is not normally defined as infidelity if both parties have their clothes on.

I'm not sure I understand your question. Did your husband hug another woman and now you're questioning if it's infidelity?
If that's the case, then no. It's not. Hugging isn't immoral, regardless if you're married or not.

Did you see her with lust in your heart, and hugged her with even more lust in your heart? In that case, and from a religious perspective, the answer is yes.
If you're married, from a non-religious perspective, you aren't supposed to "stare" and "hug" any other woman if you lust after her.
So, the question is, are you giving in to sexual desire?
