 This question doesnt have enough information in it for me to give you proper advice sorry, all am going to say to you is if you want to be in a serious relationship with this guy then go for it, and if you dont then tell him you are not ready. If he has told you he wants to be in a serious relationship then you should take his word for it if you want to be with him.

If a guy is looking for serious relationship they usually arent desperate from my exp. Otherwise, theyd be approaching every woman I know. I think its good hes stating this as it is important.

 Without knowing the context, it would be very difficult to say if he means it. Most guys will not outright lie about wanting anything serious, but a small number will.
As for the vulnerable and lonely guy - who cares if he is lonely? That is independent of whether or not he likes you. If he likes you for you, and not just for being the closest warm body, then it doesn't matter if he's also lonely in general.

 You can tell it in their voice. If he sits you down and looks you square in the eye then he is serious.
