If he has a serious crush on you, it's going to be hard on him no matter what you say, so it's best to be direct and tell him what you need, while being kind and trying to understand where's he coming from.

I know threatening is not the best way,but if nothing helps and you want to know, do you mean something to him. You just have to say: Will you peals say what is wrong. You mean much to me and whatever is your problem we get through this. But if you are not willing to talk, than I cant do anything. Let me know when you get over your problems and you are ready to talk.
In other words you have to make it clear that you will not obey to his moods and if is not willing to cooperate you will move on.
