Well, being drunk lowers people's inhibitions and gets them to do and say things they've always wanted to do and say. I'm thinking that he is inhibited in some ways about his emotions, but that night, the alcohol dropped his defenses and pulled down his inhibitions.
I think he meant it, primarily because you didn't mention that he was saying it to get something from you.
I predict that if you give him a little patience and understanding, he'll say those words to you sober. :) I feel good about this one.

reader, anonymous, writes (21 August 2010): He's probably never really felt the way he said when he was drunk, might be hard to come to terms with but we do stupid things when we're drunk. You should probably just forget about it and move on. I know this isn't great advice but it's the only thing that you can do unless you want to sit down and talk with sober. Other than that there's nothing you can really do.
