I understand why she would come to you for advice, but I don't see why she would need your permission to use tampons?
If she has started her period then there is nothing wrong with her using them.
However, if she wants to try it and hasn't started her period, then no, don't let her and explain to her why she shouldn't use them when she's not on her period.

reader, anonymous, writes (7 July 2010): Hi, I am 13 years old, and 2 days befor Christmas morning i got my first period. It was only 2 months after my 13th birthday. I started using tampons right away... so i would sy let her try them if they don't flow with her, have her stop. You just have to let her know how to use them, and tell her that she can't take it out until she has bled enough to where it would not hurt when she takes it out. Have you used a tampon befor? Do you remember what it was like for you? Explain to her what it will be like.

Puberty is the right age to start with such womanly things.
Then again, I'm a guy so you really ought not to listen to me on this subject. lol

Better yet though is to ask a doctor or trusted older female like your mom or a good family friend. As a 16 or 17 year old I trust you don't take the risk of TSS lightly. Don't harm your sister just because she is bugging you. Best.
