We've chatted a couple times on the internet throughout this period albeit casually. She came to town and we had a couple of outings. My question is this: is there anything wrong in falling for this girl? I have strong feelings for her and I'm sure of my emotions yet I find it hard to tell her.

I don't see anything wrong in falling in love with this girl. She is the ex of an aquaintance of yours, not of your brother.
As for not being able to tell her your feelings... what's the rush. It's early. No need for a full blown declaration of love- or even of intent. Get to know her, see if you click, let things develop naturally at their own pace. Good luck.
