 Either shes confused or she just likes the attention and thus just gives you just enough to keep you hanging on. I wouldnt like to go down on either side conclusively on what you have written here. More detail needed. Does she go cold when others are around?? What do you mean by cold?? Have you asked her out and if so what did she say??
Both sexes play games; they just tend to play them different ways but its something we all do on some levels. I would suggest that if you want to try playing her at her own game then the solution is simple, since you arent attached and are a free agent start being flirty with others and giving others attention and see how that goes down.
