I just don't know how to go about the situation because we hardly ever get to see each other without my brother being there. Any ideas?

Well just jokingly flirt with him and see what happens. If your brother says anything you can say you were joking and you know he "wouldn't be happy with me seeing one of your mates."
If he says "damn right" then you know you might need to back off.
If he doesn't then ask him if he would be ok with it and then when you next see this guy, get chatting about something and find some excuse to slip him your number.
If he calls then you can see him alone and see what happens.
