You live in the UK, I'm not sure what schools are like there but in USA, there's a world of difference between American public school and college. I HATED public school, and I was scared to go to college but in the end I was so glad I did.
One thing I DO know is that if you let fear deter you from experiencing something, then you'll miss out. I'm not referring to a truly dangerous situation... you SHOULD avoid swimming in that ocean with the circling dorsal fins. But, college isn't dangerous- if you use common sense. Just give college a chance, you'll be glad you did.
If you get the chance to study abroad then dammit, do it. Don't let anyone talk you out of it.

in order to overcome nerves you gotta do what makes you nervous! starting college is nerve racking for everyone (even if they dont show it).
i think you should go for it. if you dont like it, you dont have to stay. but once youve got into the swing of it you might very well love it! it is different to school - it is your choice what you do now.

Usually the best way to overcome fear is to face it head on. Go on some campus visits. Bring your parents along for the first one, then try going by yourself. After all, you're not going to class, so it will be a step. Most of our fears are just in our head. We build them up by giving into them. When they dominate our lives, they've become extremely unhealthy.
Have you been to therapy for the panic attacks? If not, then I suggest you seek some professional help. They may be able to prescribe some anti-anxiety medication that will help you get over the hump.
College is a lot of fun, and a great experience. Your attitude about it will also influence your fear. Focus on the good. Make yourself excited to go.
