This went on for a year but I just kinda thought he was being friendly (thinking back now, I realize that he did give me hints that he would have liked to go out with me). He went out of his way to do things for me, like taking me home, shopping etc. We got really close (it was like he could read my mind ). The thing is that, he went away for sometime and when he came back, he was different. He still helps me out whenever but he doesn't seem to want to be in the same room with me, seems scared to even touch me. He walks away whenever I go to him and just keeps staring at me (he can't stop staring). What is confusing is that he seems jealous when a guy is with me and doesn't like it at all. What can I do to get him back?

If you didn't show any romantic interest before, he probably thinks you're not going to show any now. If so, it's up to you to approach him. The ball is in your court.
A good sign that he's into you is that he gets jealous of other guys. Come to think of it, it's not a good sign - it's a sure sign!
