 The only way to find out if your parents will approve is if you sit them down and tell them what's been going on between you and your step-sister.
Your parent may feel you are a bit young to settle down, and be a little uncomfortable about you having a relationship with someone so close, family wise. You may want to consider the effct it will have on their relationship if things go wrong in the future for you and your g/f, it may split your parent's loyalty. As I said though it's hard to say how they will react, you will have to pluck up the courage and be honest about the whole thing, better they find out what's happening from you two than someone else.
