 Paul doesn't sound as though he wants his mother or you deciding whom he should like or want to marry. I would recommend that you stop email, calling or messaging him, stop discussing Paul with his mother and keep the professional relationship professional.
If you want to intrigue Paul, become less obvious and less transparent, but I fear it is too late. He knows you like him and he has not responded in kind.
I'd leave him alone and get on with being professional and perhaps look for a new job if this makes you uncomfortable.
