Why would you want to have sex at 13? It is so much better when your older, at the very least 18 because boys don't know anything about pleasing girls or the whole romance part of having sex. There is more to it than shaving your pubic area. When you start having sex at 13, you open up a whole new set of problems for yourself that you will regret. Why are you in such a hurry to grow up? Why wouldn't you want to just be a kid and enjoy your teenage life, problem free? I hope you really think things through. Don't let anyone pressure you to have sex. Be your owm person and set the standard for other girls to follow.

I'm not going to go on and on about whether you ought to be thinking about having sex at your age. Just accept that it doesn't seem to me to be a good idea until you are a little older.
Now, to your question:
The answer is to shave if you want to and don't if you don't want to. When I did, for the first time I had bothered to do it after the start of my current relationship (and we're talking about over 20 years ago here), my partner told me he much preferred me natural and unshaved. I was furious that I had made all that effort!
I really don't think there's anything to be embarrassed about one way or the other. Later on, when your relationship develops, I'm sure that your partner will tell you which he prefers and, more importantly, you will have a better idea of what makes you feel more comfortable.
Just one word of warning: after you shave it will start to grow back stubbly and prickly, and may never be as soft as it was before the first time you shaved.
