Your question was a bit confusing but I got the gist of it.
I think this girl has feelings for you, but shes not sure if she is bi/gay. She needs to figure that out before she can have a relationship with you. The problem is, she can't really know if she never gives it a try can she? Start with something small, really small, like hugging or even holding hands. If she likes that then you can progress to kissing and so on, etc. If she doesnt like it then I'm afraid you've probably got a straight girl on your hands, you'd be best moving on.
