I'm 19, I'm 5'6 have to shave about once a fortnight because my facial hair doesn't grow fast and isn't prickly at all. Don't have super hairy arms or legs, no hair on my chest and have about 10 long hairs on my naval area.
I used to be really self conscious about this stuff when I was at school, now I don't care about it. You will still grow and develop of course - just let it happen and don't worry about it, everybody is different and grows at their own pace - don't be ashamed or worried about it!

Everyone develops at their own pace. You're 19, they say you're officially done developing at 25. That leaves quite some time. But again, it doesn't mean you'll change a lot. Just let the chips fall where they may and accept yourself as you are now. My brother is 24 and he can't grow a moustache either (thank god, it would look terrible on him).
So in a nutshell:
Can you still grow? Yes. Will you? Only time will tell. I'm no psychic, I'm afraid.
