I still think they would not tell you anything . Take it with a pinch of salt , because I have no idea of how thePhilippine embassy works . But normally, you submit your application, THEN they process it, THEN they tell you if it has been accepted or not.
Is there any particular reason why you are so worried ? As far as I know, with work visas things are always a bit more delicate and discretionary, but getting a tourist visa is simple and easy, and they are denied only in exceptional circumstances, like if you have previous convictions for violent crimes or stuff like that.

I don't know about this specific Embassy regulations , but no, normally they would not tell you in advance if your request it's going to be denied, for the simple reason the guy who collects your application, info and papers neither knows nor has the authority to tell you anything. He is just a clerk, collecting documents and opening a file that goes to upper officers for approval.
But, why ever should they deny you a tourist visa, if you submitted all the papers and complied with all the rules, including the 5000 usd one ?.
