No... but I suppose if he does it several times a day he might not feel the need to get up and going again. Also his balls are pretty much empty, so maybe he will have a harder time getting up because the body don't see a point? He will have a harder time climaxing if he has recently masturbated.
If he has not had an erection over a period of time it could be because of a number of other reasons, such as a low sex-drive, or impotens that comes with age.
