If someone feels really guilty about something would they keep bringing it up?

If someone truly feels guilty about something, would they keep bringing it up? My bf and I have been fighting a lot lately and he gets to a point where he'll say things just to be mean even though he doesn't mean it. Yesterday, he had told me to f*ck off and "know my place." He wouldn't explain what my "place" was and  I knew he was trying to be nasty so I pestered him about it. Eventually I got out of him what he almost said, which was that I'm a nobody piece of shit that he could care less about. Later on, we were out at dinner and he kept bringing up how guilty he felt for having almost said that to me because it's far from the truth, he didn't mean it, etc. He would bring it back up into the conversation so randomly that I began to wonder if he really meant it or was just messing with my head.
