If he wants to get back with me, why is he being so inattentive?

I am 21 years old and nine and half months ago my boyfriend of four years decided to leave me because he thought we fought a lot.I admit we used to argue over small issues but I never thought he would make this a reason to break up with me.I was devastated and begged him to stay.He said a lot of rude things to me and left me without listening to my pleas.Since then,I didn't contact him.Now a few weeks ago,he called up and said he was sorry for everything he had done and wanted to have our old relationship back.I was very angry with him but gave in because I still love him.For a week,we were in contact but now it's been two weeks and he hasn't contacted me.I have called him twice and he said he had been keeping busy.What do I do now? If he wants to get back with me,why is he so inattentive towards me? Is he really interested in getting back? What should I do? Should I keep waiting for him to call or is there anything I can do in this situation?
