 He may say that he sees you as a sister but in reality he can still be attracted to you. He may have said that to tell you how much you mean to him without coming on to you. A while back this girl who I was good friends with always said I was like a brother but we still ended up making out and going down that path. Its just a metophor not to be taken literally.
Now making a move may be difficult. You could always just kiss him one time and see what happens or let him know that you like him so that you don't wait around forever while he is liking you too but is too nervous to say anything.

I am a girl who loves my little sister in a pure and platonic sisterly way, but I still notice that recently she's slimmed down and her breasts have grown and she's becoming curvier. People just notice. Just because he noticed you look nice doesn't mean he wants you. I could imagine a guy saying the same thing to someone who actually was his sister if they were close.
