 What do you mean by cheating ?
Having an affair is cheating but many women have classified, flirting with other women, ogling women, watching porn , thinking of other women while masturbating Facebooking with another woman and texting women as cheating too.
Men are no saints. They flirt ,ogle, lie and if any man were to say they do no such things,then he is rare breed.
He loves his wife alright but we don't know how much is left over for his wife.
If he has no love at all, he would have ran away or abandoned her .

 He is just dis-respecting you. Even if he did love you, he is not committed to you. By letting him do this to you is telling him that he is allowed to do this. Men chat cheatlike this, think only of there self's. Have more respect for yourself honey. He isn't worth it if he does this to you.x

If he's cheated and then lied about it over and over again, no he doesn't. Very occasionally, I understand cheating. But from what you've written, I would suggest that this man doesn't care at all.
