It shouldn't be double standards: if something is ok for him to do to you, it is ok to reciprocate. Have you thought that maybe he's too shy to ask you? My advice is: when he goes down on you, lay on top of him and tur around to get in a 69 position. Then start with kissing him lightly in the surrounding area, so if he wants to stop you he can.
