It's 50/50, the responsibility wouldn't all be yours. So cross that bridge if and when you come to it.

The first date is almost always awkward. Going to diner = awkward eating in front of eachother while trying to come up with a conversation. Going to a movie = awkward silence. However- my favorite first date was with my current bf: bowling... it gave us something to do and have small talk about (joking about eachothers misses or congrats about strikes.) Plus most bowling alleys have one or two nights a week where they play music or have glow in the dark- which makes it funner and more casual. If bowlings not your thing try something else active.
Also if you are worried about asking him directly make it a group thing- people are more likely to accept a group outting and then maybe he'll get the hint and ask you out. Plus if it's a group thing you don't have to worry about who pays since everyone pays their own way ;)
