Yes, he's jealous.
No, that doesn't necessarily mean he likes you.
He knows you like him. Even if he doesn't like you, there's an ego boost there. He feels like he's got you on the hook, and could have you if he wanted to. However, when he sees you having a good time with another guy, that takes some of the wind out of his sails. Now he feels like your liking him doesn't necessarily mean he's so special and perfect. That hurts.
Don't get me wrong - he may well like you after all. However, this one sign doesn't necessarily mean that.
Ask him out. This is 2013 honey, and if you wait around for him to ask, some other chick may come along first and aske him before you grow a pair of your own.
