My question is.. would we be able to sleep together even though he is still a staff member in my school district? (Note: he is not my teacher and never was, and we are not in the same school building)

 Basically does he teach students at the school you attend? If you are a student in the same school (it doesnt matter what building) that he teaches other students in then yes he will get in trouble and most likely lose his job, and the police may be involved too depending on the age of consent in your state.
If he is a teacher at a school you USED to attend then he would not be in so much trouble however he could still lose his job if his boss deems it inappropriate to be dating former students. Yes he never "taught" you as such, but if he is a teacher at a school you attend or used to attend then you are still considered a student of that school, and he is a teacher at that school therefore he cannot abuse his position of responsibility by dating a student/former student.
It would be best for this man if you didnt act on your feelings for each other - even if he doesnt get into trouble with the police or his boss at the school then he will be ridiculed by other students making his working life difficult, and he will also face problems from his colleagues at the school.
I'm not sure how much older this man is compared to you but it does sound like he could be using you - if someone is willing to put their entire career and future at risk just to have sex with a teenager then that is ringing alarm bells to me!
