Go up to someone who you see with a peircing and ask them.
Cost varies. The cheapest place in town is usually not somewhere you want to go.
Since you are 15 you'll have to take your mum along anyway so ask her to ask around as well.

 Hey there.
Um I think the best place to look up for any type of piercings or body are is a tattoo parlour. Just open up your phone book and look for tattoo parlours and ring them up and ask if they do body art like nose piercings and how much it will cost. Also ask around for the reputation of the given parlour to see how clean they are.
On top of that I just need to let you know that since you are under 18(in Northern Ireland you have to be 18 you can ask the parlours in your area) they will need written consent of your parents to allow the peircing. So first and foremost ask your mother or father(whichever is more willing to allow this) to either write you a letter or come with you.
