 Listen, if you really love this guy, then you shouldn't have to think twice about what you have to do. Just tell him! If he doesn't fell the same way back well then at least you will know that you tried. And you can't blame yourself for that. If it's meant to be its meant to be. Good Luck :)

Have you ever told him in the past? If yes, then why hasen't it worked out. if no: Then id just lay it out to him id just say "Well I was hoping that we would be a reason for you to stay. so stay with me..." see what he says do it in a real good place somwhere resonably romantic if you think you guys have that spark - Romance is comming back big time so go for it! He might just think about it and need a little time, but its worth it because if you never try. you will never ever know.
At the end at least you can say you tried. And that will be good enough. but if you guys are as close as i feel you are then it should work out just fine.
