Before you do any of all that gift giving you have to TALK to the girl. Get into a conversation with her...and somewhere along the line ask her for her PHONE NUMBER. After that you talk to her more....and then you ask her out. That's how its done ususlly...usually. You can always be creative if you will to get her attention. But here's the problem with gift giving when the girl doesnt know you that well...it can creep her out and turn her away from you...a negative effect you don't want.
So my advice is to take it slow. One step after another. Conversation...phone number...call back...date...then gifts. Don't try to move too fast. And don't put a circle that Valentine's day on the calendar until you have least done something to connect to her.

And if you want to ask her out, tell her in person. Say something like " Do you want to go out sometime, maybe on Valentines day??" See what she says.
