I try to talk to her as much as possible but although we can talk and laugh, she always thinks I'm being sarcastic or doesn't take me seriously. I never get the feeling she feels the same way about me. If I don't make an effort to talk to her, I know there are other guys she will talk to first before me. What can I do to try and make her spend more time with me?

If you like a certain type of movie she likes then take her to one strictly as friends if she mentions her boyfriend. Get closer to her in this way and see how much you like her. Don't be her closest friend though it could ruin your chances with her. After a while she will start to trust you. If she does break up with her boyfriend the wait a little while and ask her out.

You don't want to 'make' her spend time with you, if she likes your company then she will spend time with you because she wants to!
If she has a boyfriend then back off a bit and be a friend to her!
