 Ok honey, i wouldn't really believe him when he said he has had loads of girlfriends, all boys this age say this as they don't want people to think any different of them. He sounds as if he is really nervous and shy so i think it is gonna have to be you who makes the first move.
When your walking or sitting down together put your hand next to his so it is touching to see if he takes your hand, if not take his instead. The more you make a move toold his hand or to kiss him the more relaxed he will start to feel around you.
