He needs time and space to think about it because it's likely he was deeply hurt when you broke it off with him. He's probably wondering if he does get back with you and "things get hectic" again in your life, will you just dump him again?
You can't blame the guy for wondering..right? Our loved ones aren't people we just discard when times get rough-that's pretty painful to go through. I would lay low for now and don't bug him. He knows where you stand-the balls in his court. Let's hope he forgives and forgets and lobs that ball back at you. If he doesn't, strike it up as a loss and move on.
