 Well if he is shy then he may not know what to say back to you I understand that part but he should take it as a compliment. Well instead of telling him you like him why not ask for his phone number. Just say to him you would like to hang out with him sometime and ask for his number and see how he reacts.

Ok well it is obvious that he wasnt interested in your friend. Which yes is a shame for her but dont let this corrupt your mind. Talk to your friend and tell her you like him as well and see how she feels about it. Tell her you are sorry but you cannot help how you feel. If she is a true friend she will accept this.
I think then you need to tell him how you feel. I dont think much will come from it because he is leaving soon. But you are better to tell him because if you dont you will always wonder what if? So go for it you have nothing to lose. Goodluck
