Does not matter what weight you are because this bloke fancies you and you need to ask him out, he has it bad for you girl and you should go seize the opportunity to be his woman.

aww. he sounds really cute! go to him and tell him you thought he was joking and say you'd love to go out with him. that should solve that one. as for the weight, there really isn't one when you're 15 coz ur changin still so chill, and be proud of your looks! hope this helps!

There isn't exactly an average weight for a fifteen year old. It all depends on your height, bone structure, etc.
I'm assuming you are self conscious because you think you may be overweight? Fifteen year olds may carry extra puppy fat but as long as you eat sensibly and exercise by walking, running, etc, you will be healthy.
Anyway, we are only talking about how you look on the outside and we all know not to judge a book by its cover (at least we should). I think you more so need to work on your confidence.
Why not ask a friend to see if she thinks that this boy could be interested in you. Ask an adult, such as your mum, what they think of your weight and whether it really is an issue that needs looking at.
Spend plenty of time with your friends and go out and about. Pursue a new hobby, make some new friends. Build up your confidence because then you can be in a position to ask a boy out yourself.
Good luck.
