Hi
Is this your question too?
http://www.dearcupid.org/question/why-does-he-behave-this-way-i-really.html
If he runs off when you catch him looking and gets jealous and hurt when you look or talk to other men, gets weird around just you, I would say he has some personality issues, especially as its been going on 'so long'.
So yes, it IS time to move on because he hasn't made a move and at 25,trust me, he should be able to ask a girl out and risk rejection.

It sounds to me like he really likes you but his lack of confidence makes him say silly, embarrassing things.
If you do nothing, this will just continue so why not go ahead and ask him if he wants to go out for a drink with you? Once you meet up and get chatting, his confidence should grow and he'll feel less awkward around you. Then, hopefully, you'll be able to see the real him and then you can decide whether you want to take things further.
