We hang out all the time alone and with friends. When we are out he acts as if we are together. His body language tells me there is more. If guys approach me he gets a little jealous and lets them know that he is with me, even saying I was his girlfriend several times. People always think we are together, people like mutual friends, his friends, my family. We have slept next to each other, just spooning, but he won't make any moves. I have kissed him on the lips softly with no response. When I ask him about his actions he denies everything. What gives?

You should just give him an ultimatum; if he doesn't want to be with you tell him to let you go. However may not be trying anything with you 'cus he doesn't want to ruin the friendship or hurt you.
