Well is he a shy kinda guy? It could just be like, he's too shy to say anything back along those lines if you get what i mean? He may like you too in that way, sounds like he's definately interested the way he stares across the room at you or whatever it is, but he may just need bringing out his shell a bit?

Usually, when a guy stares at a girl - he likes her.
It also depends on his expression. Tell him exactly how you feel, if you find this too hard to do face to face - maybe a letter would be a good idea. You have feelings for him, maybe a chrush. But do you want a relationship with him? Imagine it for a second and think how it would feel. Think about what he's like as a person and if he'd make you happy. Also, if you have anything in common. If you know you want to be with him - get to know him well, talk to him often. Trust me, if you spend time with him and telling him how you feel - it'll soon become obvious how he feels about you too, especially if you ask! :) Good luck!
