It was a bit of a worry and I assume that is the reason that your husband is asking you to do hand jobs this way. I would definately recommend that you ask him if he is experiencing discomfort or pain when his foreskin is pulled back.
And see if he would consider visiting his doctor as there are many cuases and solutions to the problem.
My husbands Foreskin did eventually stretch releiving his pain and now he is comfortable.
It took a long time to strecth the skin I would talk to your husband to see if he would like to strecth the skin himself over time with a hand from you and some oil. (you get the picture!!)
Ok, I would suggest you use alot of lubricant, baby oil is good preferably unscented.
Grip his penis gently lower down the shaft near the base, then move your hand up and down ensuring that the skin is not pulling back over the foreskin.
