How do you know the other person doesn't feel the same way, and like you refuses to be the first to say it? To be completely honest, that's a pretty immature stance to take on something like saying 'I love you'. It has nothing to do with who says it first, and everything to do with how one really feels. So what if they don't say it back? Either he/she isn't ready, or wasn't all that into you in the first place. At 8 months, both outcomes are a sign you should look somewhere else for a relationship.
A really easy way to avoid this situation in the future? Hold off on sex until you're sure the person wants to be with you for you, rather than wait until later to figure out how they really feel.
