First off, I think you need to find a guy who doesn't drunk-text you sweet things. My opinion is that if he really liked you, he would want to tell you sweet things when he's sober.
Why would he be scared of your brother? Does your brother know something about him that you don't? Maybe he said for his friend to keep away from you because your bro knows what kind of guy this person really is. From your question, it doesn't sound like he's really a sweet person. It sounds like he has issues and I think that's why your brother is stepping in (if that's what he's doing).
Why don't you just ask the guy what his deal is? You could also talk with your brother.
