Find a common interest, aim to sit and chat about school stuff and things you both like (ask her friends to find these things out, girls usually like to help). Aim to become good friends, get her phone number/email/MySpace/Bebo, and keep with the daily smiles. After a while of being friends, you can tell her that you really like her, and would she be your girlfriend?
Girls are more likely to date people they've been friends with than complete strangers. But remember that at twelve, girls are in between thinking boys have cooties and starting to get crushes, and you don't know where she is yet. And also that you can't "get" her to like you - she has to decide whether she likes you in return.
