Boys are a nightmare for falling in love with their "best" female friends. The only thing you can do is tell him that you don't feel that way about him.
It will hurt him for a while, but he will get over it in time. What you must NOT do is give him mixed signals or hint that you don't like him now but you might one day, we all know that isn't true and you can't give the poor boy false hope.
You need to be honest with him so he can move on.
