He is very shy, and I dont think he wants to risk getting involved in a scandal at the work place, so he never comes right out and says anything. But I have a very strong feeling he wants to tell me something. Should I be the one to say something first? If so, how would I begin a conversation without making him more uncomfortable?

I think this guy is attracted to you, but there could be a number of reasons why he has not said anything. As you say he is shy, so the likellhood of him saying anything to you is somewhat remote. He could also be trying to keep the relationship on a professional basis because you both work together.
Why don't you ask him if he fancies going for a drink after work or something, he may be able to open up more in a social setting away from colleagues and the office.
But beware of office romances, when things are sweet thats all well and good, but when/if things go sour things can get somewhat arkward for everyone, especially when you have to see them everyday.
Good luck x
