Just talk to him, tell him how you feel and see what he thinks of an exclusive relationship. Why not?

But, love is something that takes a lot of time to be acomplished.
Feeling the envy is a definate sign that you guys have feelings for eachother, but if you two haven't gotten together, the sitution is more about infatuation(and perhaps lust) than love.
Now if you and him are pretty close friends, why not start dating? you know a lot about him like his likes and dislikes, personality, secrets, (his anatomy :3 lol) etc... and if you feel such a strong "love" then make the connection XD
